Expand every automatic specification of the set against one network and one subsystem set, producing a set whose cases are all explicit.

When out_notes is not NULL it receives an independently owned diagnostics handle holding one note per specification that expanded into nothing. A specification naming a subsystem the subsystem set does not state stays in the returned set.
