Build the DC operators of a balanced network once. formula selects the branch susceptance as in pio_calc_incidence_matrix; NULL means series_susceptance. With skip_zero_impedance false a zero impedance branch fails the build with BUILD.OPERATOR.ZERO_IMPEDANCE; with it true the branch is dropped from the branch axis and reported by pio_dc_operators_skipped_branch_rows. The bus axis is every bus in table order; the branch axis is every in service, non self loop branch in table order, followed by three winding transformer windings, less any skipped branch. Release with pio_dc_operators_release.
